 To lead, manage and motivate the team in implementing the company HSE policy and procedure ensuring safe work operation by preserving employees, asserts and environment.  Promote awareness of personnel to participate in hazard Identification and risk assessment with recommended control measures.  Foster within the company an understanding that accident prevention and damage control are integral part of business and operational efficiency.  Coordinate in formulation, development and implementation of HSE action Plan.  Conduct HSE audit and inspection at all the sites and recommend the corrective action.  Develop sufficient HSE training materials in all the aspects.  Carry out HSE task and targets and review HSE performances.  Review of tool box talks, audit and inspection reports HSE induction report.  Make sure that Rig equipment certification is current and inspection and maintenance is carried out in the prescribed manner and that contractors’ records are available at site.  Ensure that, welfare facilities are sufficient and locally available and provide training where necessary.  Encourage safety innovations among the contractors and participate in site safety presentations and awards.  Investigation of incidents / accidents to ascertain the Root causes and required corrective/preventive action and site management to prevent reoccurrence.  Preparation of HSE statistics report.  Review of method statement, risk assessment and job hazard analysis.  Review of rigging study and job safety analysis for heavy lifting and all others rig operation.  Coordinate in External audit.  Ensure all employees are aware of emergency procedures and fully understand through training and exercises.  Train, advice and issue guidelines to HSE team as and when required to became more effective.  Duties also includes interface between client, local agencies, training, new hire Orientation, safety audit and evaluating subcontractor safety program.  Immediately stop any unsafe work practices which are likely to cause accidents or are injurious to health.  Ensure effective on-site and off-site vehicle speed control, with safety speed limit signs available and that there are sufficient direction signs indicating access roads/routings for planned transport of manpower and materials to workface locations and storage areas; ensure traffic management plans are agreed and issued; implement a program of Defensive Driver Training' for drivers at risk.  Ensure that waste management is properly controlled in particular with regard to hazardous waste disposal by the construction contractors. Ensure compliance with legislation.  An advisor to top management and each individual of site.  Initiating and completing all applicable section of the permit to work.  Supervising the work prescribe in the permit to work to ensure it is conducted in the most efficient manner.  Notifying the issuer of work progress and completion, and ensuring that the site is returned to a safe and operational state  Taking adequate care to preserve the permit in good condition.  Providing and arranging all necessary resources related with performing the work, including standby- man for confined entry.  Re-validation of work permit is required.  Reviewing, endorsing and issuing the permit to work. For all work permit application, site visit is mandatory to enable hazard evaluation and specification of safeguards to avoid accidents.  Completing the relevant sections of the permit to work.  Ensuring the participation in the permit to work carefully plan and conduct work in accordance with the permit’s requirements.  Signing off permit that required work has been completed.  Participation in joint annual auditing of permit to work files.  Effective verbal and written communication skills, able to engage with and effectively influence site personnel and site management.  Ability to develop and maintain HS related documentation  Manage and administer all Client reporting requirements.  Review and communicate comments on Job Safety Analyses performed by others.
