Resource Delivery Manager, Project TD/TL
RDM's Job Responsibilities:
1. Resource strategy: responsible for general planning of delivery resources (including pre-sale support) at regional/rep office level, and develop management strategies for regional/rep office delivery resources, including In-house resources, leased resources, and subcontracted resources.
2. Resource planning: Organize the development, review, and issuance of requirement plans for regional/rep office delivery resources (including in-house, leased, and subcontracted resources), develop the rolling requirement plans and gap solutions of regional/rep office resources for the future 12 months, and facilitate the employee replenishment, leasing, and subcontracting at the back end.
3. Resource preparation: Schedule resource acquisition according to the issued gap solutions, the required resource arrival time, and the lead time of each resource obtaining path, develop the resource preparation plan at the current level and monitor the implementation of the plan, and issue warning on resource risks in a timely manner.
4. Resource allocation: Respond to the resource requirements of all regional/rep office projects, seek and allocate proper resources to proper projects at proper time, and take charge of the requirement fulfillment and utilization for regional/rep office resources.
5. Platforms and tools: Establish, optimize and implement organizations, processes, regulations, methodologies, and IT for delivery resource planning at regional/rep office level, and take charge of the capability development for regional/rep office delivery resource planning.
Project TD/TL responsibilities:
Projects implementation in CIS area for MTS, VIP, Rostelecom, such as MTS GUL SWAP project in Armenia (800 sites), VIP GUL SWAP project in Central region (2000 sites+ 800 UMTS entrance) anв North West region (about 2000 sites).
❖ Participating in budget calculation, risk assumption/ mitigation plan
❖ Conducting meetings with customer
❖ Responsible for work schedule preparation and update
❖ Coordinating and controlling:
➢ Site survey/ Site acquisition
➢ BSC/BTS/MW hardware and auxiliary materials installation(racks/ subracks/ boards/ cable-ladders + LAN and optic fibers cabling/ copper fibers/ antennas/ ODU and IDU/ RET/ LNA/ ODF/ DDF/ LAN equipment)
➢ Power Supply 380/48V equipment installation (rectifiers/ batteries/ power and grounding cables)
➢ Alarm system installation and configuration in OSS
➢ Software installation, troubleshooting and rectification
➢ Integration with Datacomm/Core Network(CS/PS)
➢ OSS integration (SUN/Solaris/SQL)
➢ As-build reports preparation
➢ Acceptance testing
➢ Project closure support
