Project Controls, Subcontract Technical Representative
Cost Engineering
Coordinate scoping requirements for the overall cost estimate. Review design scope for completeness. Coordinate pricing structure. Assist in developing unit job hour and pricing data by discipline based on analysis of Bechtel and industry experience. Identification of problems and making recommendations. Obtain vendor information to verify reasonable of s-contractor proposals and cost estimates. Research tax estimates and address local tax issues. Support project needs for cost control per established Bechtel and client requirements, objectives and procedures. Maintenance of cost recording. Facilitation and preparation of cost engineering reports, i.e. Cost / EAC / Accruals / BCWP/ BCWS & Performance Report (CPR) (Earned Value Management System), Project Financial Status Report (PFSR), Cost & Committement Report (C&Co), Trend & Risk Report, etc. to be consistent with previous reports. Preparation of cost trend estimates and reports in support of project trend program.
Scheduling
Responsible for collection, verification and integration of work scope into the total project plan and representation thereof in a form of Integrated Master Schedule (IMS), establishing adequate logic, incl. critical path, durations, milestones, etc., as well as analysis and incorporation of s-contractors’ schedules into IMS. Schedule resource loading for both LOE and discrete activities consistent with WBS and budget. Identification of schedule restrains, problems and effect on overall POP. Responsible for monitoring, tracking changes, revealing trends, update and reporting to Project Management and client on as required basis. Recommend alternatives for schedule improvement to project team for discussions and decision.
Subcontractor Technical Representative (STR)
Acting as Bechtel technical representative to administrate s-contracts, provide technical direction and discussion with respect to specs, SOW and performance of work. Responsible for review of SOW, specs, schedule field conditions, project deliverables and submittals. Timely inform Project Management of potential(s) that discussions with s-contractors may impact or jeopardize s-contractors’ pricing, quantity, quality, performance and schedule or other terms and conditions.
Duties include, but not limited to, the following: monitor all technical interfaces with s-contractor to ensure all milestones are progressing as scheduled by s-contracts, reviewing s-contractor invoices for compliance with s-contract pay items, preparation of Technical Evaluation of Requests for Equitable Adjustment, compare invoiced amount vs. earned values, analyze discrepancies between costs and actual progress, determine the causes of s-contractor delay or failure and recommend appropriate corrective actions to Project Management, check the progress and quality of work, ensure proper verification of materials and equipment, monitor financial aspects to avoid cost overruns, validate that s-contractor reports accurately measure progress and costs, technical oversight of s-contractor safety program and its implementation, participate in s-contract progress review meetings to address progress, schedule, problems, remedy and mitigation
