PROGRAMME: Omsk Refinery Modernization; Downstream PROJECTS: 1. CDU/VDU Complex; 2. Deep Conversion Complex; 3. Delayed Coking Unit; 4. EPC of Utilities and Offsites; 5. Hydroisodewaxing Unit; 6. Catalyst Plant - Established QA/QC function on Organization’s corporate and Project’s levels (before never existed). - Establish and manage QMS with operational procedures in line with ISO 9001 and contract needs during engineering, procurement and construction; ensure delivery of quality team responsibilities within approved budget. - Establish quality requirements (contractual obligations) for each Projects considering different contract strategy implementation (EPC, EPCm, EPs, Cm & etc.); application of quality requirements in Pre-qualifications, Instruction to Bidder and Contracts; develop relevant evaluation criteria for each particular tender; assist in Technical Bid Evaluation in terms of quality. - Provide input to risk register from Quality; assist in development and reviewing (if any) of quality risks mitigation plan; ensure mitigation of defined quality risks with Contractors; ensure that Contractors establish organizational structure and provide resources needed to manage the quality risks and implement mitigating actions. - Provide consulting of Project Management practices to management. - Identification Project Management System processes, roles, responsibilities and authorities; establish Standardization Programme and assist in relevant standards development; - Provide QA/QC awareness training for all PMTs and Corporate staff (management level). - Assist in estimation of overall budget required to ensure an adequate quality through the Projects' lifecycle. - Review and ensure compliance of Projects’ Quality procedures including Project Execution Plans, Quality Plans, Coordination Procedures, Audit Schedules and etc. - Ensure that Contractors resources are available and competent enough to assure adequate quality in accordance with Contract requirements and Company’s expectations; assist in co-ordination and control of on-site & off-site TPIA resources. - Establish and execute of Audit Programme including internal and external (second party audits) audits. - Integration of practices and procedures through Projects’ quality plans, ITPs, QCPs, Lessons Learned and Reporting. - & etc.

PROGRAMME: West Qurna 2 Phase I & II; Upstream PROJECTS: 1. Mishrif Early Oil, including the following subprojects: a) EPC of Central Processing Facilities; b) EPC of Onshore Export Pipeline & associated Works CPF to TUBA Tan Farm; c) EPC of an Electrical Power Generation Plant and an Electrical Power Distribution System; d) EPC of Well Pads and Oil Gathering System. 2. Mishrif Full Field Development - Assist in the development of corporate quality management methodology in line with ISO 9001. - Develop Quality KPIs on a Corporate level and Project Quality Health checklists based on QMS maturity models. - Assess Projects’ QMSs to define their current maturity and to identify areas for improvement; develop action plan for improvement of PQMS. - Assist in the development of Quality section for contracts and Material Requisitions; assist through the tendering process for Suppliers and Subcontractors; assist in the development of early Project deliverables. - Develop Project Quality procedures including quality plan, coordination procedures, audit schedules and different kind of QMS management tools. - Develop, implement and maintain reporting system for Project QMS based on measuring of the quality indicators including implementation of the alert traffic light system. - Review and ensure compliance of Contractors’/Suppliers’ Quality Plans, ITPs, Procedures and Drawings. - Develop, implement and maintain system of Bidder’s QMS evaluation that allows to define how the Bidder manages Quality and to identify if the Bidder is capable to fulfill established requirements; evaluation of Bidders’ Technical Proposal from quality point of view. - Establish inspection program and scheduling of inspectors’ visits, and tracking ongoing requirements; analyze of quality surveillance budget to ensure sufficient funds for the remaining scope of the inspection program. - Coordinate off-site (2 contracts) and on-site TPI Contractors, and the processes associated with inspections requesting, timekeeping and reporting; review and approve the resumes of inspectors for assignments; review inspection reports and highlighting issues and concerns with appropriate project team members. - Audit in-house, contractor and supplier QMSs including prequalification audits of Vendors. - Collate lessons learned/quality alerts and distribute within the quality networks and project communities, ensuring that measures required to implement Lessons Learned are clearly defined. - Support project teams in quality.

- Develop Quality sections for Contracts; assist in tendering process for Contractors including review of the bidders’ documentation and preparation of the technical evaluation report in terms of Quality. - Develop and ensure implementation of corporate QC standard; coordinate with project team members to establish quality plan and management procedures. - Appoint QC resources for projects; support project team in quality. - Support audit program.

PROJECTS: 1. Kharyaga Field Upgrade (Ph. 3) with TOTAL E&P RUSSIE (US $0,8 bn.); Downstream 2. Deep Conversion Plant with SurgutNefteGaz; Downstream 3. Yuzhnoye Khylchuyu Project with LUKOIL and ConocoPhillips Inc.(US $3bn.); Upstream 4. Varandey Export Terminal Project with LUKOIL; Upstream - Establish and manage QMS with operational procedures in line with ISO 9001 and contract needs during engineering, procurement and construction. - Appoint QC resources; manage site QC team. - Assist through the tendering process for Suppliers and Subcontractors. - Review and approve of Suppliers’ Quality documentation, QC Records and Manufacturer Record Books in terms of quality. - Review and approve procedures / specifications for special processes; follow-up qualification of special processes; ensure that process for control of special processes is in place. - Establish inspection program and scheduling of inspectors’ visits; coordinate off-site TPI Contractor, and the processes associated with inspections requesting, timekeeping and reporting. - Establish and maintain audit program; conduct audits with regards to subcontractors’ QMS; monitor all stages of project realization; provide monthly reports to the senior management team. - Develop and maintain Quality Dossier in accordance with contract requirements and Russian Regulation and its handover to the Client. - Quality control of the following work activities: civil, steel structures, welding, piping, coating and static / rotating equipment installation. - Support the permitting process; interaction with the local authority. - Establish and implement methods related to the systems and processes that support material forecasting and material control. - Ensure accuracy of materials in stock by implementing and managing material control system; develop of specific tools for material control; ensure that space of warehouse are used efficiently. - Ensure storage of equipment and materials in accordance with Supplier’s procedures; ensure traceability of stored materials/equipment; ensure verification of compliance of materials and equipment incoming to site; follow-up material/equipment handling procedure. - Prepare regular material reports on a daily/weekly/monthly basis; analyze and summarize information and trends to proactively communicate in order to prevent potential late deliveries.
