Mechanical Supervising Engineer, then Mechanical Supervision group Manager
Project “Construction of Polypropylene Production Plant 500 kton per year capacity”. Client: Sibur Tobolsk-Polymer Process licensor and FEED “UOP” company (USA), EPC-contractor Tecnimont (Italy). Worked from the beginning phase of construction activities (piling work). Participated in negotiations for mechanical subcontract award with different bidding companies, visited their manufacturing shops, analyzed and resumed their constructive capabilities. Controlled mobilization of subcontractor on site: their temporary construction facilities, equipments and manpower, and pushed them to be in accordance with mobilization plan and construction schedule. Supervised new road construction for oversize and heavyweight equipment transportation from river port to the site (Client responsibility). Worked with local authorities in order to receive necessary permits for road construction. Facilitated and expedited transportation of cargos providing different supporting activities. Controlled heavy lift subcontractor work during heavy and oversized equipment lifting and erection (weight of equipment up to 1050 ton). Reviewed and approved their as-built documentation in according to Russian regulations and financial KC-2, KC-3 forms. Controlled equipment erection, piping erection, steel structure assembly and erection work at the initial stage of mechanical work (due to I was the only mechanical engineer for 4 months from Client side). Organized and led meetings regarding mobilization issues, progress of work, QA/QC issues. Reviewed and approved inspection and test plans, method statements, PPRs (russian literally Project of Work Performance). After creation of the Integrated Team between Client and EPC-contractor in July 2011 - I worked in international EPC construction company as mechanical supervising engineer for static and rotating equipment. I have carefully learned an EPC company system, project engineering principles, internal procedures and organization chart. My duties was: - Planning of work front based on material availability and foundations readiness; - Acceptance of foundations if they conforming to design, release material for erection; - Following the delivery of material on site and timely informing the subcontractor about material availability in warehouse, control and push subcontractor to receive material and erect it; - Go deep in detail of equipment drawings and solution of the technical issues on site, preparation and issuance of site instructions, reports of non-conformity of equipment and materials; - Coordination of subcontractors on site in order to avoid overlapping of their activities in same spot of site ; - Carrying out of inspections on site and acceptance of performed work if it satisfies to design requirements, project specifications and standards ASME, ASTM, API, GOST, SNiP, PB; - Participation in meetings with subcontractor; - Signing of check-advises, as-built documentation, review and approval reports and schemes; - Performing duties as quantity surveyor: acceptance and confirmation of quantities performed by subcontractor, signing of financial KC-2, KC-3 forms; - Control of subcontractors manpower quantity at site and in prefabrication shops. Review drawings issued for constructions if they match with specifications, Vendor drawings or Russian mandatory regulations; in case of mismatch – revision of drawings and approval of changes with engineering department. In case of performed by subcontractor work does not conform with design, or equipment and material supplied by Vendor is not according to drawings – issuance of non-conformity report (with the aim to back charge extra work cost to guilty part), development of repair or rectification method, issuance instruction to subcontractor for repair. Due to huge increase of work front for each mechanical discipline new supervising engineers have been accepted. I have proceeded to work in international construction system for static and rotating equipment erection. My functions have been left same together with narrowing of responsibility fields and going deep in details of specific job. I have got much knowledge about design and erection methods of advanced equipment of the famous international vendors. With my participation was assembled and erected the following kinds of equipment: Fired heaters, fired boilers, rectification and adsorption columns with internal parts, air fan coolers, reactors with internals, vertical hermetic pumps, reciprocating compressors, turbo compressors with steam turbine driver, horizontal centrifugal pumps, package equipments (Cold Box, Refrigeration Unit, Pressure Swing Adsorption Process Unit), tubular heat exchangers, plate exchangers, hook-up piping, auxiliary steel structures.
