In the role of the Supply Chain Manager (SCM) reports directly to the General Manager and is responsible for technical, commercial, and functional direction related to all aspects of Supply Chain management, including planning and budgeting, costs estimation, administration of personnel, bidding process and negotiations, placement of purchase orders and contracts, expediting, logistics, customs clearance, warehousing (Yuzhno and at site), supplier quality surveillance, supplier evaluation, payment process, etc. Specific responsibilities include: • Developing and implementing the overall Supply Chain management plan, including the work share and automation components, and the project Material Responsibility Matrix • Ensuring that the proper Supply Chain management systems are implemented • Establishing project-specific Supply Chain management procedures as required • Interact with the Project Manager, Project Engineers, Discipline Leads and Client to meet project objectives through alignment sessions to ensure effective cross-discipline communication • Incorporating standard Fluor SCM procedures and strategies in the procurement of goods for the project as applicable review the project scopes of work and the governing contract to determine the Supply Chain Management requirements and flow downs to project procurement documents, plans, and procedures. This flow down requirements will be issued to the Supply Chain Management team. • Aligning with Construction Dept to determine site Supply Chain Management requirements and responsibilities, as necessary • Coordinating the staffing of the project Supply Chain Management functions in accordance with project needs and the requirements of the project Supply Chain Responsibility Matrices • Management of Supply Chain activities supporting EPC project operations.

Annual spend: 355MUSD thru 450 - 550 POs. Responsible for supervision and mentoring of Procurement team to support Work-over, Drilling, Production, Logistics, Maintenance, Construction and other. Management of Procurement activities: Organize, manage and control the Procurement function. Promote the Procurement function as a managed process. Lead the drive toward cost optimization and reduction through use of Market intelligence information, suppliers’ qualifications and evaluations, Cost Models, target prices. Improvements in corporate practices and policies. Continuous analysis of spend in order to fully understand and identify opportunities for improvement. Establish and promote continuous improvement of purchasing practices, procedures and reference documentation. Ensure sufficient competent and trained resources to satisfactorily ensure the realization of purchasing responsibilities. Participate in the job specification, competence assessment and recruitment processes for personnel. Ensure the communication of good practices and lessons learned to OPS/CA (REX). Anticipation of the departments’ needs through better understanding of processes and creation of the procurement planning (including long lead planning – MPP/Master Procurement Plan). Validation of all contractual documents and formal letters issued. Participation in complex and difficult negotiations of contractual and commercial terms of purchases. Define, adopt and monitor adapted purchasing strategies (i.e. by commodities, complexity. etc). Definition and monitoring of KPIs for Procurement. Timely update of the supplier database. Compliance support and enforcement: purchasing process with all internal company rules and all applicable laws and regulations (FCPA, PSA, JV rules, Country laws etc); application of corporate Terms and Conditions for purchase of equipment; proper administration and filing of all purchasing documents and verification that all approvals, justifications, circulation forms, are filled as per retention policy. Management of Logistics activities related to freight forwarders and customs brokers, customs clearing procedures and administrative duties, import / export operations to support Work-over, Drilling, Production, Maintenance and Construction activities. Usinsk (Komi, beyond Polar Circle) base is being used as a transit / consignment storage facility. Management of logistics contractors, customs related documents work flow. Coordination with various departments/services to facilitate on-time materials delivery, receipt, return and handling. Management of correct legal status at Customs under PSA. Implementation and enforcement of HSE, anti-fraud and anti-corruption policies (FCPA) and rules with contractors and sub-contractors as well as Company’s personnel. Service Quality Management assessments and evaluations on a regular basis. Application and development of SAP materials/transit procedure. Preparation of Tenders for External services (Freight Forwarding, Customs clearance, Storage, etc). Logistics budget preparation and adherence. Training and development of subordinates skill level through education, coaching and systems improvement. Annual performance reviews for personnel.

Procurement Dept supervision, implementation of the Company requirements in Supply Chain Division. Knowledge and understanding of the local markets, translated into proposals for a business plan, optimization and delivery based on changing market environments. Management of supplier relationships including day to day issue handling, training of suppliers re ethics and policies, and handling significant supply issues when required. Identification and implementation of synergies with other internal functions, other purchasing organizations within US, Asia, Europe and other global purchasing organizations. Preparation, execution and publication of tenders and biddings, preparation of evaluation matrix, conclusion of contracts. Making sure the overall materials flow is smooth and in compliance with the internal Company policies. On-board training for sub-ordinates to build the team’s capability quickly. Negotiations with the potential suppliers in Russia and other countries in line with the established policies and procedures as well as application of existing procurement contracts to new demands. Extensive use of SAP 7.10 software for analyses, day-to-day activities, business proposals, etc. SAP 7.10 Upgrade FDN team member.

Management of spare parts and chemicals inventory for the first ever fracturing and coil tubing under balanced drilling project in Russia operated by Fracmaster (35000 SKUs). Purchasing, stock transfer, financial and audit reporting.. All parts identified and described using parts catalogs and located in appropriate areas. All SKUs have received descriptions in both English and Russian, catalog part numbers, prices, reorder levels and usage quantities for previous years etc. Stock Valuation reports for Accounting Dept done every 15 days. Parts database created for easy search, reordering and reporting. All related paperwork created and maintained. Created extra storage areas. Half-year cycle counts and spot counts conducted on regular basis. All parts have bin locations simplifying search and issue. Experience in working with Western manufacturers catalogs and manuals.
