Supply Chain Manager
Supply Chain Manager reports directly to the Program Manager and is responsible for technical, commercial, and functional direction related to all aspects of Supply Chain management, including the administration and placement of purchase orders, expediting, traffic, logistics, warehousing, and supplier quality surveillance. Lead the drive toward cost optimization and reduction through use of Market intelligence information, suppliers’ qualifications and evaluations, Cost Models, target prices, and the like. Lead Duet/Triplet activities with Métier Partners and technical managers. Propose improvements in affiliate and Métier OPS/CA practices and referential. Continuous analysis of spend in order to fully understand and identify opportunities for improvement. Establish and promote continuous improvement of purchasing practices, procedures and reference documentation. Ensure sufficient competent and trained resources to satisfactorily ensure the realization of purchasing responsibilities. Participate in the job specification, competence assessment and recruitment processes for personnel. Ensure the communication of good practices and lessons learned to OPS/CA (REX). Management of the following purchasing entity activities: Participate in anticipation of the needs of Métier Partners through better understanding of processes and creation of the procurement planning (including long lead planning – MPP/Master Procurement Plan). Receive, control and manage proper distribution to purchasing team members of all Purchase Requisitions (PRs) for Materials coming from all entities of the affiliate. Validate (or ensure validation) of all contractual documents and formal letters issues by the purchasing entity. Participate in complex and difficult negotiations of contractual and commercial terms of purchases. Define, adopt and monitor adapted purchasing strategies (by categories, and the like). Define and monitor local key performance indicators (KPIs) for purchasing team activities to ensure continuous improvement of efficiency. Adaptation and application of the Group global KPIs. Provide advisory function for Purchasing for affiliate’s projects and assist with timely advice. Ensure the update of the supplier database. Ensure global reporting of purchasing team activity to the Contract & Procurement management and to OPS/CA Métier. Support and enforcement of Compliance: of the purchasing process with all internal company rules (including OPS/CA guide to conduct) and all applicable laws and regulations (PSA, JV rules, Country laws and the like); application of TOTAL and/or affiliate General Terms and Conditions for purchase of equipment especially when it comes to complex, high value, high risk equipment; proper administration and filing of all purchasing documents and verification that all approvals, justifications, circulation forms and the like, are filled in line with applicable procedures. H3SE rules implementation: - Set a personal example in adherence to affiliate’s HSE procedures. - Raise awareness and provide guidance in directing employees under their supervision with regard to the execution of the HSE rules, both for Company Staff and Contractors without detracting from Contractor's legal obligations. - Assure themselves and the persons under their supervision of the safety of the work place to avoid danger to persons, installations and to avoid impact to the environment. - Maintain the means for personal protection and safety emergency procedures.
